During the industrial revolution, New York was an outstanding role model. Today, more than a century later, the state is leading another revolution—in digital television and motion picture production. New York City in particular illustrates the explosive growth of digital entertainment. Over 10% of the 450 U.S. productions under way in all distribution venues, from traditional network television to internet application services, are in the city. Fueled by a progressive and innovative incentive program developed with the state Legislature, Gov. Andrew Cuomo has attracted more than 50 scripted digital production projects and scores of full-length feature film productions to New York.

Georgia's film industry is booming thanks in part to the film tax credits. But, other states are looking to compete in the film industry by boosting the amount of filming incentives. One of the latest states to compete in the film industry is Pennsylvania. According to Variety, Pennsylvania will increase the film tax credits up to 30%. Producers who come to Pennsylvania have a lot of financial lures to chase, including a 25% transferable tax credit on both above-the-line and below-the-line workers.
